1. Purpose of Work Adjustment

The work adjustment process aims to:

  • Ensure every school has the required number of teachers.
  • Identify surplus teachers based on student enrolment.
  • Adjust surplus teachers to schools where vacancies exist.
  • Follow staffing norms prescribed in G.O.Ms.No.21 & 33.

2. Staffing Norms

A. Foundational School (Classes 1 & 2)

3. Sections for Classes 6–10

Sections are fixed based on total enrolment.

5. Subject-wise Teacher Requirement in High Schools

Teachers are sanctioned based on the number of sections.

Subjects include:

  • Headmaster
  • First Language
  • Second Language
  • English
  • Mathematics
  • Physical Science
  • Biological Science
  • Social Studies

6. General Work Adjustment Guidelines

School Assistants

  • All needy High School vacancies should be filled first.
  • Only after filling High School vacancies can School Assistants be adjusted to Upper Primary Schools.

SGTs

  • Surplus SGTs will first be adjusted within the Mandal.
  • If no vacancy exists in the Mandal, they will be adjusted within the Division.

These rules also apply to Primary Sections functioning in Upper Primary Schools and High Schools.


7. High School Guidelines

Teacher requirement will be calculated based on:

  • UDISE enrolment as on 20-06-2026
  • Staffing norms

If a High School Plus has no enrolment in a particular group, teachers sanctioned exclusively for that group may be treated as surplus.

Surplus School Assistants will first be adjusted within the Mandal and then, if necessary, within the Division.


8. Identification of Surplus Teachers

Surplus teachers will be identified as follows:

  • Junior-most teacher in cadre seniority.
  • If a senior teacher voluntarily opts for adjustment, the request may be accepted.
  • If teachers belong to the same DSC, merit rank determines seniority.
  • Priority should be given to schools without subject teachers or SGTs.
  • Ensure every High School has subject teachers after adjustment.

9. Teachers Exempted

The following are exempt from work adjustment:

  • Teachers retiring on or before 30 April 2027 (the slide mentions "April 31", which is not a valid calendar date and is likely a typographical error).
  • Teachers with 70% or more Orthopaedic Handicap (OH).
  • Visually Handicapped teachers.

Additionally:

  • Posts of teachers retiring in July 2026 will be shown as vacant.

 


10. Preferential Category

The following categories are exempt from Divisional-level adjustment:

  • Widows
  • Teachers undergoing treatment for chronic diseases
  • Teachers having children with congenital heart disease undergoing treatment

If they voluntarily opt, they may still be adjusted within the Division.


11. Other Important Guidelines

  • Language teachers for Minor Media schools will be provided as per norms.
  • Teachers on sanctioned leave up to 31-07-2026 are treated as occupying their posts.
  • Teachers on sanctioned leave beyond 31-07-2026 are treated as vacant for work adjustment purposes.

 


12. Deadline

The entire work adjustment process must be completed on or before 30-06-2026.
